When standards exist, but oversight quietly disappears
Early on New Year’s Day, a fire tore through a popular bar in Switzerland, resulting in the loss of more than 40 lives. Initial investigations did not centre on exotic materials or unknown risks, but on something far more uncomfortable: routine safety inspections had not taken place for several years.
Records confirmed that the venue had undergone its last full inspection in 2019. Earlier reviews resulted in minor corrective actions, which were signed off. After that, oversight stopped quietly, without escalation.
The suspected ignition source was simple and familiar: sparkler candles attached to champagne bottles coming into contact with sound-proof ceiling materials. No advanced failure. No novel science. A familiar ignition source meeting a familiar lining system in a space that had not been independently reviewed for years.
Compliance is not a static condition
Fire safety compliance is often treated as a moment in time:
-
a design sign-off,
-
an installation certificate,
-
a handover file archived and forgotten.
Yet compliance is not permanent. Materials age. Uses change. Occupancies evolve. Decorative elements are introduced. Acoustic linings are retrofitted. Crowd behaviour shifts.
When inspections lapse, risk compounds silently.
The silent risk of ventilation-heavy smoke extraction systems
A particularly overlooked vulnerability sits with ventilation-heavy smoke extraction systems. These systems are often correctly designed, installed, and commissioned, yet left untouched for long periods because no fire event has required their activation.
In theory, they are ready. In practice, many are not.
Fans seize. Dampers stiffen. Actuators drift. Control panels lose integrity. Backup power degrades. Interfaces disconnect from building management systems.
Because these systems rarely operate in normal conditions, deterioration remains invisible until the moment they are critically needed.
Where insurance assumptions quietly unravel
Most insurance frameworks assume:
-
periodic inspections,
-
documented testing,
-
evidence of continued conformity with applicable life-safety standards.
When inspection cycles break down, insurers may still be collecting premiums, yet the underlying risk profile has materially changed.
The policy remains static. The exposure does not.
Relevance for Sub-Saharan Africa
Across Sub-Saharan Africa, inspection cycles are frequently deprioritised once buildings are operational. Consulting teams focus heavily on design-stage compliance, while operational verification fades into the background.
The result is a widening governance gap that only becomes visible when incidents occur.
Governance is where safety actually lives
Fire safety lives in governance, not paperwork.
True governance includes:
-
defined inspection cycles,
-
independent verification,
-
maintenance records tied to certified systems,
-
escalation protocols when inspections are missed,
-
insurer visibility into ongoing compliance.
Where these elements weaken, responsibility blurs and liability follows.
Call to Action: Inspection, Verification & Sign-Off
Dormant systems present one of the highest hidden risks in the built environment.
IC Colt provides independent inspection, verification, and condition reporting against internationally recognised fire and life-safety standards. This includes ventilation-heavy smoke extraction systems, control interfaces, power supplies, and associated life-safety infrastructure.
Our role is not to reinterpret local codes, but to verify whether installed systems remain operationally aligned with recognised international standards expected by insurers, investors, and asset owners.
Where systems have degraded, we provide structured remediation pathways and re-verification.
If a system has not been tested, it should not be assumed to work.

EN Wisdom & Global Standards Insight
International investors rely on standards that are independently tested, system-certified, and continuously verifiable. EN standards remain a cornerstone of global life-safety assurance, yet they are not the only recognised frameworks. UL, ISO-aligned fire testing regimes, and other internationally recognised standards form part of the same governance expectation.
What matters is not the label, but the discipline: full-system certification, traceable documentation, and ongoing verification beyond installation.
